What it means (plain English)

The EGR throttle valve (intake throttle) is controlled by the ECM to regulate airflow and exhaust gas recirculation.

A P0488 code means the ECM commanded the valve to a certain position, but the feedback signal from the actuator’s position sensor doesn’t match what’s expected. This points to a performance or range issue rather than a complete open/short (which is P0487).
